Past Performance
Examples of capabilities and past performance include:
- Project coordination for global resource networks in 1993, '95, and '97 which mobilized over 50 million participants worldwide, 15 million being US-based.
- Private sector resource mobilization networks in every major US city
- Mobilization and strategic development of the North East Coalition which includes thousands of faith-based and civic groups in states from New York to Maine.
- Civil-military operations training at multiple military venues including the Joint Special Operations University, Naval War College, and Air Mobility Warfare Center
- Strategic PACOM relationship that established an innovative practice for interfacing with NGOs and resulted in the birth of a new program called QMAP (Qualifying Materials Assistance Program).
- Lead DHS consultant for integration of the private sector into Federal, State, and Local response mechanisms for a Weapons of Mass Destruction (WMD) incident within the continental United States (CONUS).
DEPARTMENT OF HOMELAND SECURITY-FEMA NED TOPOFF 3, 4 AND NATIONAL LEVEL EXERCISE 11
PSC team members were contracted as the lead consultant for the Department of Homeland Security (DHS) to integrate the private sector into Federal, Sate and Local emergency response mechanisms. Integration was orchestrated in the context of the National Exercise Program's third Top Officials (TOPOFF) Exercise called T3. TOPOFF is the nation's largest Full Scale Exercise with over 10,000 participants for T3 in April, 2005. Integration activities included mobilization of private sector companies, associations and organizations at the international, national, and local levels, review of National Response Plans and support infrastructure, correlation of State and Local emergency response procedures and infrastructure, architecting of the private sector Concept of Operations for exercise participation, and all exercise-related design and development requirements.
PSC team members were also contracted as the lead consultant with SAIC for Department of Homeland Security's TOPOFF 4 for 2007.
PSC team members were also contracted as the lead consultant for the Private Sector Working Group and Citizens and Community Preparedness Working Group for National Level Exercise 11.
Department of Defense - US Northern Command - Interagency Coordination Directorate
PSC team members prototyped and help build, run and manage the USNORAD/USNORTHCOM Domestic Initiatives Program for the Interagency Coordination Directorate, including Private Sector Integration and Public-Private Partnerships.
